I have a feeling they are trying to limp over the line to get to some initial reporting on the cdh17 trial, at which point they will go for a larger raise / recapitalisation.
my problem with chm has been the same for years. why buy more now when there is likely another lind raise / dump or other discount raise right around the corner? why buy more a year ago when they had an egm to say they were going to have a big raise and double the share register within 3 months, which then never happened...
