This announcement to me is a non event (unfortunately) as there is no new money coming in, this is purely a custodial move, there are no changes in market dynamics and it doesn't indicate any insider sentiment. The true bullish signal would be if insiders or a major fund started to buy more shares, but this announcement does not show that. Again, from my basic understanding, it is purely an administrative move.
