Trump has made it pretty clear that he wants mining back in the US, that he wants to speed up the process of getting mines up and running, and that he especially does not want the US to need to be reliant on others. Will he block a loan that allows for the release of the US's critical minerals? Well, anything is possible, but that would then go against and damage his other stated objectives.
I'm not sure why the naysayers here aren't trying to cause concern about the fact that Trump has promised to cut the red tape and speed up the approvals process. It has taken INR the best part of a decade to get approvals, with INR the most advanced new project and well ahead of other potential mines, but the promise to cut red tape will give them the chance to catch up. Any projected supply deficit when INR starts actually producing might be smaller (and for a shorter period of time) than anticipated as new mines will come on faster and be producing into the US markets sooner.
