I believe there is a common misconception that companies have full control over ATMs when in fact the lenders still have prerequisites that must be met so yes the company can choose if and when it wants to draw down but only if all the prerequisites are met. Also the lenders will sell the shares putting pressure on the SP so in some ways a CR to tighter hands may be better. Before people say its only a small discount to VWAP so they wont sell it down - with out looking into the ATMs providers announcement for 4DX - generally they are often given shares up front just for setting it up the facility so they will have sold these free shares at significant profit so cutting there loses on smaller issued shares now wouldn't be an issue for them. This is just my interpretation of how they work and happy to be corrected. Cash burn is huge so not sure how long this small amount lasts.
