The levy goe ssomehwat toward infrastructure spending. Donations go to the people who have suffered.

Agree that's how it works. However, government usually has funds put aside for such infrastructure repairs caused by natural disasters. Technically, Aussie taxpayers have given this to the government already in existing taxes.
However, it seems that this government has none of those funds left for rainy days. So, they just go and get some more. Easy. I think it is the frustration of such perceived terrible waste of funds and then to have the hide to force people to replace what the government should have had in kitty for such an event is one reason people are so angry.
The other reason is because many people have donated so generously and there was no mention of a tax when the PM was appealing for donations.
Then there is also the problem as to how this government will actually use this money. Are we going to see more rorts and mismanagement as has been seen in most other major projects? Will the funds be used properly or will they run out and then want to tax further?
