My understanding is that the vote had already landed Garner's way, but PVL (strong backers of Garner) buying another 3% , along with this news flow is designed to make sure no other challengers bother trying again.
1.4/1.5 is obvious resistance. LOG chart channel resistance. And is cash backing (including tax refund). PER should break above this , but probably not til the vote and we see the details of the new drug indication.
