It's never cost effective to convert Lithium Chloride to Lithium Carbonate at altitude.
the optimum temperature is 90-95 degrees celsius. Any Altitude above 1,500m MSL water will have a boiling point of 95 Degrees Celsius. Our neighbours Livent were struggling with that plant for many years.
CAPEX to build a plant, and have gas heating infrastructure at altitude will also cost much higher.
The right way to go is produce LiCl at altitude and ship that concentrate to a processing facility near port and MSL will be the best option.
