Spain has had a disaster fund since 1950's, Iceland since the 1970's, the French since 1981, the Danes since 1962, California since 1996, Hawaii since 1993 and New Zealand since the 1950's.
Yeah clearly a much better way would be to stop providing services like schools and hospitals every time we need to fund some natural disaster recovery spending.
