it actually says "todays decision will have no impact on the loan once conditions precedent are met"
Those precedents are a joint venture partner. They are simply saying that Sibayne were not signatory to the loan so may be replaced with another partner.
They need a partner, they need a partner who has money and expertise in this area not just a rich guy who comes along
