The Koreans could do the construction using work already prepared by SDL.

My understanding is that SDL have effectively done the Preliminary Design, if not Detailed Design through Calibre.

This work can be handed to anyone to carry out construction and if detailed design has not been done then the Koreans could do that concurrently to the construciton.

Its the same as your State Government handing over a design package to a construction Joint Venture to build a new railway.
