It isn't happening NOW (when, as you say, the share price is in a low) - it's happening (maybe) in 12 months.
Looking for blue sky may be they know (because they have visibility) that the share price and company will be thriving in 12 months time, and they'd better start getting their ducks in a row for a US listing.
And remember the share price only dropped 20% because a small percentage of the share register either crapped their pants or saw the opportunity to sell higher and buy lower. Not helped by triggering some stop losses on the way down.
They did the smart thing, packaged all the bad news in one block, released it after the close so shareholders had enough time to count to 10, ring a friend, before acting in haste.
