The independent report referred to in this article says there are issues with the road base which ashphalt will not fix. In hindsight when MIN took the contract for construction of the haul road inhouse after a dispute with the contractor over the amount and quality of materials MIN was supplying to construct the haul road was a gigantic red flag IMO. The costs for repairing the road now appear opaque.
