The bank levy was a financial system safeguard put in place to give 'small' depositors comfort of a govt guarantee, and the backs pay that levy. If you choose to pervert that initiative, to align to the garbage populist rhetoric of the ALP at the time, then only you need to reconcile yourself to that flaw.
