    CLE is driving the program. The expenditure is for the 12 month period. Vale will act in good faith as it is in their best interest. If they delay, they lose.This crap about delaying etc is fear-mongering by people that do not know, have no idea about the deal and are just opening their mouths for the sake of saying something.
