personally i dont think Len has any intention to make this the landmark piece, rather just a stepping stone to fund other off shore project... i think he jumped to the chance when it was offered as the new thing in QLD and thought he might get some support from the gov
just dont throw the baby out with the bath water...
UCG is something of the future and those QLD regulator is at least 50 to 100 years behind on linear logical thinking... forgive them
imagine your kid go to THE ACCLAIMED school, which charges you a ton, study hard pass their test and then was told the kid will never graduate because he missed a full stop (that vaguely looks like a comma to the expert) and have to go to rehab for life???

I hope QLD wake up to the Aussie Trueblue saying, "A Fair Go" thats why I migrated to Australia initially
