By 2018 it was far too late. The chemistry work needed to be done back in the early 2000s. A really potent antiviral (sub nM) with a very clean safety profile developed back then would have been a massive hit.
In one sense the market is responsible for this not happening as there was no way investors would have been willing to back BIT spending 5 years and $20m to get the drug right before going into the clinic. They instead took what they had (a tool compound) and the outcome was the sad history of BIT we all know.
