They're meeting with US Dept of Defence and EXIM (US govt overseas projects bank) this week apparently.
The commercial banks they're in discussions with require some level of equity offering to shareholders as part of the commercial debt package so if they go that route, a cap raise to current shareholders would occur.
And on risk-reward - makes no sense to me either.

Even the "Victoria doesn't approve mines" offset by EES and Lily D having put a team on to get the ML done within the next month as the target.
Meantime I'm mopping up shares with couch change and keeping a pocket for CR .
