FWIW "majority of shareholders" is an entirely irrelevant grouping.
Continuing to support the "whims" (you word) of the institutions, ie the majority shareholders has more of a positive benefit to my return than anything else they can do.
Argue all you want about the relative merits of franking and share buybacks, but prioritising keeping the majority shareholders happy is entirely prudent (and in fact, in our interests anyway). Well may the board continue to do it.
