That is the difference between private enterprise and the public sector.
Trumps propaganda that everyone is "wasteful and corrupt" is the rallying cry for his followers to believe but not think about.
There are too many checks and balances in the public sector for any corruption not to be found out and maybe people will realise that "waste" can mean them not getting the services that the country provides.
Billionaires have the ability of being hugely corrupt and be immune from laws and taxes. Take the very recent Musk effort to hand him Billions in "salary" from his companies. His shareholders fought that so he is just after making himself richer.
saw a wonderful piece about him saying empathy is a weakness in western society. Was incredibly cringeworthy.
