I'm not Psi81, but I know that between December and February was Christmas and New Years, which always means that staff are absent for some time and work slows down (except retail).
Secondly, you might have heard in the news that Brisbane suffered disasterous flooding in January. As you mention that the lab was in Brisbane, perhaps this could have extended the normal time it takes for them to do this testing.
I don't think it's fair to judge the length of time given those factors.
