IMHO, this represents no change from the previous BB. Its an option available for management. But given the current climate, not an option that is likely to be used in the near term.
With Trump reducing staff in govt departments, including the FDA, a safe assumption would be that approvals will take longer. Better to keep the money just in case. How much would you all be howling if they had to do a CR in 2 years because the already slow progress has been slowed even more?
Business as usual. Conservative managment in times of chaos is a positive.
