Firstly the author is well known for his left leaning ideology which is why I suppose you came across it in the first place.

Your editing of the piece makes it seems like Dutton has said we do not need any new gas fields when in fact it was the author's opinion and not a Dutton quote. The statement around "the best way to keep power bills down is renewables not gas" is also the opinion of the author and not a direct quote from Dutton.

Then we come to the matter of PEP11.

PEP11 is a legal permit application undertaken by a legal entity in Australia. It will be determined under law. To determine the validity of the permit it does not matter if Australia has a surplus of gas or has absolutely no gas. These parameters have nothing to do with NOPTA"s recommendation nor the administration by the JA. Hence if we have a shortage of gas and PEP11 proves fruitful we keep the gas domestic, if however Australia as an abundance of gas and Australia doesn't want any potential gas found from the exploration of PEP11 then their is a world market to sell it to.

Pretty simple.
