Would people here be happy if he bought shares lower the 0.036? If not, (and personally I think it doesn't pass the pub test if he does buy lower than 0.036) then it's actually a bit of a tough position to expect him to buy right how.
But it actually gets even harder, regardless of the the buy price.
He can't trade right now because he very likely knows when the PL6 shipment annoucment will be coming. That is "inside information" and their clearance officer wouldn't approve him to trade.
So his next window would be after PL6 shipment annoucment, but before testing commences. Once the testing starts, he can't buy because there would be inside information he obtains in that time (e.g. if it does or doesn't turn on straight away with testing) and again clearance officer won't approve.
On top of that he can't trade two weeks before the quarterly which is due end April, as that is a designated blackout period... If it both ships and arrives at Fremont in the two week blackout period, at that point he pretty much has to wait until after PL6 results annoucment.
unless everyone was happy for him to buy under 0.036.
