    Surely it is because builders are still finishing their demo houses to fully assess the process and see how it fits into their systems in the real world all the way to sales. This process may take months, the natural disaster may extend labour shortages. After this they can make decisions (planning may take several months) and then sign contracts which may then take months to get to the building phase.
    If FBR pursued behind and distressed builds then there would be risk of not getting revenue and increased risk of it not fitting the builder's plan and methods mid build, additionally it may take a lot of marketing expenses to find distressed mid build builds with the right slab laid and plans to use rectified bricks who are not already contracted to brickie's.
