It's definitely outside his usual pattern. Normally he buys in after bad news (i.e. "every single quarter when they have to say how their revenues are going") to stabilize the price but otherwise lets it drift slowly downard. This time around he's been a good proportion of the buying and has single-handedly goosed the SP from 16c to 18c. Planning to delist? Annoyed at people trolling him on Twitter with images of FLN's SP? Hard to say.
