Issue is that factories take 3-5 years to build and get into operation (just got that from the TV) and take billions of dollars. Many big companies re pushing that aside as they know Trump will be out of office in 4 years and they don't know if the investment will pay off.
I think you are right that some countries do impose over the top tariffs - but not all of them of course. Maybe Trump would have been better off targeting those countries that do have unfair tariff barriers. However, Trump is way off course targeting Quebec because it uses the French language requirements on packaged goods. That is just ludicrous.
Notice that US stock market futures are down 3% so they are picking up on how this will slam the US economy.
