IMHO means that they have achived nothing to materially improve the flow or production of oil .

You have been in Cuba for years now and should understand the difficulties with supply in this country. You have had plenty of time to plan the remidiation of this well, I would have thought that logistically that you would have had as many outcomes covered as possible, to minimise any delays and further rig costs.
I am a bit lost for words.
