The second half not true when Albo says he will chip in, it's just an accounting change where Albo pays the Tariff and the importer adds a book entry of 10% within the normal price.

Same as what happened with China Tariff's in Trumps first term, we'll absorb the 10% here no worries.

If the importer actually paid it then Albo wouldn't have to chip in.
