Wouldn't a GST rise have a significant effect on those who can least afford it? You may as well just increase the tax rate and enshrine in law that a certain percentage must go into an emergency fund. That way the poor aren't slugged further, it is already testing many families with the exobornent energy (and other) rises of late.
