Landlords and property managers have been lobbying for 'property destruction by tenants' to be changed for decades from a civil matter to a criminal offence in the hope of reducing the problem - the majority of long-term tenants are poor (surviving week to week on wages) and one can't get blood from an often-transient stone. While I'm a tad doubtful that Wiskers has a good handle on the associated cost of landlord/ship, I do recognize that he/she simply wants a fair-go for good tenants and a restructure of the Tenancies Act, so it can be fair and equitable for both parties.
