Instos want returns like everyone else. Sell them capital appreciation.
Back load (clinical milestones) a licensing deal now and then state more are on the way post CPACS validation. Sure fire way to entice new buyers.
Plus you don't want to be sitting near multi year lows if/when CPACS validation occurs. High risk of low ball.
