Long lead items are probably just the loader already announced and a few other items - if there is a delay UG it is to drill into known mineralisation and work out the most economic way to access the rich shoots in sequence. i.e. they wont just drive a long adit or decline to get to one shoot if there are others to mine along the way. Always remember Hill End is stacked with rich shoots - its not just one long vein to start on and work for months or years. That's the huge attraction - find another specimen sized accumulation and the gold keeps you going until the next one.
As for the plant - they need some UG ore to commission on. The left over stockpile expectations were probably a bit over hyped.
