Certainly doesn't sound anything like "phasing out coal power". The opposite, in fact.
Their actions certainly don't come across to me as the stuff of "climate emergency".
As for, "...they'll probably burn most of their domestic coal reserves then swap to 100 % renewables", they currently burn around 4.5bn to 5.0bn tonnes pa, and the current reserves are 150 billion tonnes, which is no doubt from where the 30 year remaining life figure is derived.
However, there is a difference between coal reserves and resources. Reserves are what has been proven to be economically viable, but China has a lot more than just 30 years' worth of coal in resource category, which has not yet been brought into reserve classification.
