I call it algorithm trading designed to make money. algorithm trading = programmed system that has been backtested, runs automatically via a computer with fast execution speeds with the intent of making a profit over a period of time and series of trades. Given the trade sizes, a system executed by a broker.
I dont prescribe to the view that the above is manipulation in the sense of a malicious third party trying to keep the shareprice artificially low for reasons other than simply making a profit through trading.
