They must be looking to scale up quickly and with a jv. 6-12 yrs to deliver 45kt with a 4ktpa stage 1? That'd be tight at full 12yrs. Also costs, say banking $2.5k/t x 4kt = $10m pa, not a lot to go into stage 2 quickly but they can barely satisfy OTA without scaling up = jv?
