It will really take off when the owner of Carosue Dam, either NST or RMS, wakes up and starts accumulating, that will really push things along. I have no doubt they will, the longer they leave it the more expensive it will be for them, but they are both flush with funds and looking where to spend it, its a no brainer for them, only 2kms from their production plant.
