    'They' could be banking on 'worst case scenario',gweston, which is maybe why they'll hang around for a bit to take advantage of the longer lead up?.But regarding B.S,it could be the Board 's position that is it's better to allow for unforeseen delays and err on the side of caution.Two years does seem a bit long though.
