Ok it makes sense if they don't have an actual deal because then they would have to announce that. However that may be the way the "advanced negotiations" they talked about in the quarterly are going and they are preparing everything in advance rather than going to shareholders once the deal is agreed. This way they can just issue the shares. I don't believe they can fund P3 by doing a capital raise & whatever people think about PR he won't want his shares diluted into oblivion either.. Maybe things are starting to line up and this is just preparation. The SP hasn't tanked today so the market obviously doesn't think it's a major issue. Yet.
