    Index funds, yes - quite common but not always.

    Superfunds? Depends on whether they pass the relevant "best interest" threshold under the Superannuation Act and the trust deed itself.

    As far as I know, it's not a black and white answer as much depend on corporate governance, internal policies as well as external regulations.

    You also have to consider the difference between being able to do so vs choosing not to do so even if you can - e.g., due to risk management (such as default risk).

    Are you suggesting that you think State Street lends out 100% of their shares to shorters?
