No, just what the index weighted amount is times whatever their fum is. For the SPDR ASX200 index fund (State Street main one) that is $5.7B. They would have others holding NEU.
Reading through the notice it appears that they own ~6.2M shares of which approx 22k have been lent out (for shorting). Which is a bigger factor - buying 6.2M shares or allowing 22k ($270k worth at current) of them to be shorted?
I am not sure these are the guys we are looking for.
