Except you don’t get to decide whether mining will happen. You just get to come to an agreement with the explorer on access. You can definitely delay it through arbitration but you can’t stop it. Better to come to an agreement with the miner through negotiation than have an arbitrator decide you are being unreasonable. The US needs this antimony. And they need it asap.
