Yes a change in the anti dumping legislation is the substantial risk. Its a low margin commoditised product. The market seems to be assessing a reversal in the legislation as probable based on how its valuing the business.
I would expect any government to keep the domestic industry viable. Maybe changes are possible but not to the extent it allows a free flow of imports. Surely the western world is now awake to the need of maintaining a manufacturing base.
I am curious who keeps selling shares under 10.50 when clearly the buyback will pay more. I like the 100 shares for sale at 15.25, that should be everybody's north star.
