STO went down the buyback path - didn't help the ratios , market players took advantage of knowing there was a cap and floor up to a certain volume and share price went nowhere . It should give a better return going forward but short term market players are smarter than the brokers doing the buyback. STO reacted poorly to news when buyback was on with good news tempered and slow to gain traction and doubtful or oil price kept hammering it. Good for buyback price but limited moves on upside significantly I thought
