The cynic in me might also consider that WA is a particularly favourable jurisdiction which provides avenues for miners to kick the rehab can down the road indefinitely while an operation is on Care And Maintenance. The reality is that very few sites have progressed to full closure in WA, especially in recent years, and that any rehab undertaken progressively is often fairly tokenistic and immaterial to the total project disturbance.
Whilst provisioning for that liability is a commercial consideration, to be sure, there is not a $50m AUD bill payable any time soon.
