Why is the mineralogy favourable? All the CSIRO report shows is that the Ga is largely concentrated within one specific silicate mineral - "chlorite is the primary host". Big whoop! Total Ga2O3 is 100-300ppm, assume all of the Ga2O3 present is in the chlorite (it isn't) at 400-800ppm. Ga2O3 contains 75% Ga, so multiply these numbers by 0.75 to see the Ga concentration.
This ore contains 75-225ppm Ga, appear to be under moderate cover (16-52m) - only one hole had gallium from surface.
The chlorite concentration will vary between 100/800*100=12.5% and 300/800*100 = 37.5% of the ore. , assune 25%, i.e. 250kg/t ore.
To leach the Ga will require leaching all of the chlorite, unless the Ga is only present at the edges of the mineral grains and CSIRO should have been able to see any zonation, i.e. less in the middle and most at the edges, so probably no real zonation. Leaching of this volume of any silicate will require a lot of acid, generate large volumes of solution containing Mg, Fe, Al and Si, amongst others all of which will need to be managed into tailings whilst trying to recover the Ga.
For comparison, Rio just put out something on Linked-in showing they just made Ga from Bayer liquor - the feed bauxite contains 50-100ppm Ga, (65-130ppm Ga2O3) the Ga is already in solution, the only extra cost is gallium extraction from solution, purification and conversion to metal. All Bayer plants have Ga in them, lots of gallium (1Mtpa @ 50ppm Ga = 50tpa Ga), however, it's just not worth their time because the market is too small for them to be interested and is dominated by gallium the Chinese recover from their Bayer plants. Rio were given money by the Quebec Government to do the work and put in a pilot plant. Their planned production is 40tpa. How much Ga product is being considered for this operation?
It's hard to see this project having any economic potential, regardless of any metallurgy results or resource definitiion. Grade too low, resource too far undercover, complex process and lots of tailings to manage.
