Yes that is what the fundamentals are saying. The DCF states between $0.19-$0.23 based on very broad and guesstimate assumptions to me and the company also have stated the banks will revalue the asset once commissioned between 1.5-2x the cost so that also aligns up to around $0.18 but of course this is my commentary and understanding and not investment advice. Always do your own research.
