So on this point about substantial commencement I am not at all confident. If RH actually had a card to play, he would have played it by now. I think that ship has sailed, and RH has put himself between a rock and a hard place because he has now repeated that stupid line about the approval so many times he can't backtrack on it, as someone could sue him for misleading the market...
