Can someone explain , if he has know all this time that a raise is on the cards , why would you wait for the SP to be this low to execute this raise ? Logically , why wouldn't you raise close to a dollar then where the SP is now ? Is there something i am missing ...or is this poor management ?

He doesnt need to raise now, he needs to raise when development needs to be paid and that can't be paid until permits are done
