there's no way in the world shenghe would walk away from such a deposit
what could happen is they "walk away" and PEK loses the tenement & then shenghe apply for it - if that happened, it would suggest corruption in the ministry for mining
it's a hostile takeover from the delayers in chief & yes, they snookered PEK with the off takes, but if PEK could get western backing, could they determine those off takes as null and void because of changed circumstances
