    That would have been the DRC's previous attitude to the ICSID before they sought help from the US.

    Now the DRC must comply with arbitration bodies like the ICSID if they want to attract Western investors.

    Otherwise the security for minerals deal will fail. FT has no other choice if he wants to survive.
